J. Turner Named SAC Norfolk
J. Turner has been named Special Agent in Charge (SAC) of
the FBI's Norfolk Division. Director Robert S. Mueller,
III, appointed him to this position to replace former SAC
Cassandra M. Chandler, who is retiring. Most recently, Mr.
Turner served as the Section Chief of the Gang and Criminal
Enterprise Section at FBI Headquarters in Washington, D.C.
completion of training at the FBI Academy in Quantico, Virginia,
in January 1985, Mr. Turner reported to the Atlanta Division,
where he was assigned to investigate drugs and property
crime. During his time in Atlanta, Mr. Turner also served
as an undercover agent for numerous FBI investigations.
Turner was designated to manage the Atlanta Multi-Agency
Gang Task Force in 1988, which addressed violent street
gangs. In 1993, Mr. Turner was selected to establish and
supervise the Atlanta Regional Drug Intelligence Squad,
which was tasked to develop and manage drug intelligence
for FBI field offices in the southeast region of the United
1995, Mr. Turner was promoted to the FBI's Administrative
Summary Unit at FBI Headquarters, where he handled the adjudication
of internal disciplinary matters. Mr. Turner returned to
the Atlanta Division in 1997 to oversee Atlanta's Drug Squad
and later, the General Property Crime Squad.
Turner was promoted to Assistant Special Agent in Charge
over the Washington Field Office's technical services, white
collar crime, public corruption, cyber, criminal, intelligence,
violent crime, criminal enterprise, asset forfeiture, and
criminal informant programs in November 2000. In 2005, Mr.
Turner was detailed to the Criminal Investigative Division
at FBI Headquarters, where he successfully established the
National Gang Intelligence Center before assuming the duty
of Chief of the Gang and Criminal Enterprise Section.
Turner was born in Ardmore, Oklahoma. He received Bachelor
of Arts Degrees in Criminology from the University of Maryland,
College Park in 1980. Prior to joining the Bureau, he served
as a patrol officer and criminal detective for the Greenbelt
City Police Department in Greenbelt, Maryland.
