Director Robert S. Mueller, III, today announced the
appointment of the following individuals to key positions
for the Information Technology projects at the FBI:
Sherry Higgins, Trilogy Systems Advisor, Information
Resources Division: Ms. Higgins joined AT&T in 1971
and was assigned to Lucent Technologies after AT&T
and Lucent split in 1996. Ms. Higgins has held several
positions with both AT&T and Lucent during her career.
Most recently she has been an instructor of Project
Management with the International Institute for Learning
and also supported the Technology Command Center of
the 2002 Salt Lake Olympic Games. She has been Industry
certified as a Project Management Professional through
the Project Management Institute since 1991 and was
recognized as one of six "Top Gun Project Managers"
in the world by Computer World Magazine in 1996. Previously,
she was the Lucent CIO and CTO Director of Global Program
and Project Management.
Kenneth M. Ritchhart, Information Technology Manager,
Data Management Officer, Information Resources Division:
Mr. Ritchhart brings twenty years of project and information
technology management experience, including expertise
in database systems and structures to the Bureau. Mr.
Ritchhart is well known with the Intelligence Community
as a result of his prior government service where he
was active in information sharing initiatives. Most
recently Mr. Ritchhart served as Program Manager, Joint
Intelligence Virtual Architecture, Defense Intelligence
Agency, Washington, DC.
Both of these individuals come to the FBI in support
of ongoing projects to rebuild the Bureau's information
infrastructure and are in furtherance of a national
recruiting effort to bring to the FBI individuals with
these levels of experience and expertise.
