The FBI collects these data through the Uniform Crime Reporting (UCR) Program.

General comments

All information in this table is as of October 31, 2006.
This table includes the number of sworn law enforcement officers and civilian employees broken down by population group. The totals are also broken down by percent male and percent female.
The UCR Program defines law enforcement officers as individuals who ordinarily carry a firearm and a badge, have full arrest powers, and are paid from governmental funds set aside specifically for sworn law enforcement representatives.
Civilians include personnel such as clerks, radio dispatchers, meter attendants, stenographers, jailers, correctional officers, and mechanics provided that they are full-time employees of the agency.
Suburban area includes law enforcement agencies in cities with less than 50,000 inhabitants and county law enforcement agencies that are within a Metropolitan Statistical Area.
Suburban area excludes all metropolitan agencies associated with a principal city. The agencies associated with suburban areas also appear in other groups within this table.

The UCR Program uses the following population group designations:

Population estimation

The FBI calculated 2006 state growth rates using revised 2005 state/national population estimates and 2006 provisional state/national population estimates provided by the U.S. Census Bureau. The FBI then estimated population figures for city and county jurisdictions by applying the 2006 state growth rate to the updated 2005 U.S. Census Bureau data.
