Jerome “Jack” W. Israel – Office of Information Technology Systems Development and Chief Technology Officer
Jerome “Jack” Israel joined the FBI’s Information and Technology Branch as the Chief Technology Officer (CTO) in August 2004. Mr. Israel is responsible for technology exploration and strengthening engineering for the FBI’s information and technology (IT) projects.
As the CTO, he has explored many software, hardware, and engineering solutions to find technology and services that will improve the law enforcement applications on Blackberrys™; developed a federated search prototype for information sharing across law enforcement and intelligence agencies; conducted studies into service oriented architecture; and performed numerous integrations of commercial products to determine their ease of use and mission effectiveness.
Mr. Israel also has increased the number of system and software engineers who work with program managers and customers to jointly improve the delivery of software applications in the FBI. He has focused on building architectural foundations by implementing Java 2 Enterprise Edition-.NET to ease application deployment in a secure environment to eliminate stovepipes and provide the user “one-stop” shopping. These emerging architectures are beginning to reap benefits in the areas of case, crisis, and threat management, Web 2.0, and intelligence analysis.
Prior to coming to the FBI, Mr. Israel was employed for 25 years at the National Security Agency where he served as a linguist and intelligence analyst. As Technical Director for the Analysis and Production Directorate, Mr. Israel participated in the planning and building of information architectures that managed large varieties and volumes of data. He was an early pioneer in information operations and trained many analysts in this area.
Mr. Israel graduated from Indiana University in 1978 with a degree in Slavic Languages and Literatures and an Area Studies Certificate from the Russian and East European Institute. In 1998, he graduated with a Master of Science in Strategic Intelligence from the Joint Military Intelligence College in Washington, D.C. His thesis focused primarily on Internet security. In 2003, Mr. Israel received the Presidential Rank Award for Meritorious Senior Career Employee.
