Patrick G. Findlay – Assistant Director, Facilities and Logistics Services Division

Patrick Findlay has 30 years of experience in leadership, construction and facility management and has overseen a combined Federal real property portfolio of 78 million square feet during his caree

Mr. Findlay is a 1975 graduate of the United States Military Academy, West Point, and was commissioned into the Army Corps of Engineers following graduation. His first assignment was as a Platoon Leader and then Assistant Division Engineer in the 82nd Airborne Division. He was later an Engineer Company Commander, Fort Leonard Wood, MO; Operations Officer, 44th Engineer Battalion, Korea; and Assistant Professor, US Military Academy, West Point.

Mr. Findlay has served in four key Public Works positions, as the Director of Public Works for the following major military installations: 98th Area Support Group and 1st Infantry Division, Würzburg, Germany; Aberdeen Proving Ground, MD; 2nd Infantry Division, Camp Casey, Korea; and Walter Reed Army Medical Center. He was also a senior leader in the Army Corps of Engineers’ New York, Baltimore, Jacksonville (Hurricane Andrew Recovery), and Pittsburgh Districts. He retired from the Army in 2000.

Mr. Findlay has earned four Masters degrees, from the American University, in Public Administration, from the Georgia Institute of Technology, in both Civil and Mechanical Engineering, and from the University of Missouri, in Engineering Management. He is also a graduate of the US Army Command and General Staff College, Army Engineer Officer Basic and Advanced Courses, and the Army’s Ranger, Airborne and Pathfinder Training. Mr. Findlay has been licensed as a Professional Engineer in Virginia since 1979. A partial list of his awards includes: the Legion of Merit (2 awards), Major Command DPW Executive of the Year (2 awards), the DeFleury Medal, USMA Class of 1926 Award, and USMA Clifton Carroll Carter Award.

As Assistant Director, he leads the FBI’s facilities and logistics services organization, supporting Bureau operations located in Washington, DC; northern Virginia; West Virginia, at 56 FBI field offices nation-wide, at more than 400 resident agency offices and at 65 Legal Attache offices overseas. His team oversees an annual operating budget in excess of $700 million. Prior to his selection as Assistant Director, from Dec 2002 to Oct 2005, Mr. Findlay served first as Chief, Facilities Management Section, FBI, and then as Acting Assistant Director for a four-month period.

He married the former Jeanne Steman in 1981 and they have three grown children, Sharon, John and Scott. They make their home in Bel Air, MD.
